New York's Tuition Assistance Program (TAP) is one of the most generous state grants in the country — worth up to $5,665 per year. Most eligible students get it automatically, but thousands miss it every year by making one simple mistake.

What Is the NY TAP Grant?

The Tuition Assistance Program (TAP) is New York State's largest financial aid grant program, administered by the New York State Higher Education Services Corporation (HESC). It provides free tuition assistance — not a loan — to eligible New York residents attending approved colleges in New York State.

For 2024–25, TAP awards range from $500 to $5,665 per year, depending on your income, the type of school you attend, and your dependency status.

TAP is renewable for up to 4 years (8 semesters) for bachelor's degree programs and 2 years for associate degree programs.


How Much TAP You Can Receive

TAP award amounts are calculated based on your New York State Net Taxable Income (NYS NTI) — which comes from your (or your family's) most recent tax return.

Independent Undergraduate Students

Income limits are lower for independent students. The maximum award remains the same ($5,665) but the cutoff is around $10,000 NYS NTI for maximum award, phasing out at approximately $34,250.


Eligibility Requirements

To qualify for TAP, you must:

  1. Be a New York State resident — you or your family must have filed a NYS tax return showing NY residency
  2. Be a US citizen or eligible non-citizen (undocumented students may apply through the NYS DREAM Act TAP)
  3. Be enrolled full-time — at least 12 credit hours per semester (there is a part-time TAP program with lower awards for students taking 6–11 credits)
  4. Be in good academic standing — maintain satisfactory academic progress per your school's policy
  5. Be matriculated — enrolled in a degree or certificate program (not taking courses as a non-degree student)
  6. Have no prior bachelor's degree
  7. Attend an approved NY State institution — the full list is at hesc.ny.gov

How to Apply for TAP

Here's where most students make the mistake that costs them the grant:

TAP is NOT automatic from FAFSA. You must complete a separate NY State application.

The process:

  1. File your FAFSA at studentaid.gov
  2. After submitting your FAFSA, you'll receive an email from HESC with a link to complete your TAP application at hesc.ny.gov
  3. Complete the TAP application — it takes about 10 minutes
  4. Your award is calculated and sent to your school

Critical: If you don't complete step 3, you don't get TAP — regardless of how strong your FAFSA filing is. This is the step thousands of students miss.


TAP Application Deadline

TAP applications should be completed as soon as possible after filing FAFSA — ideally by May 1 for fall enrollment.

Unlike California's Cal Grant, TAP does not have a strict state-level cutoff date, but your school may have its own deadline for including TAP in your financial aid package. Check with your college's financial aid office.


TAP for Community College Students

CUNY and SUNY community college students are fully eligible for TAP. Maximum awards for community college students:

For many CUNY students, TAP + Pell Grant covers the full cost of tuition. CUNY's base tuition for community college is approximately $2,400–$3,200/year — below what TAP alone provides for lower-income students.


TAP for Transfer Students

Transfer students maintain TAP eligibility as long as they:

  • Transfer to another approved NY State institution
  • Haven't exceeded their TAP payment count (8 payments for 4-year degree)
  • Continue to meet income and academic requirements

Watch the payment count carefully. TAP measures eligibility by number of payments received, not years enrolled. If you received TAP for 2 years at a CC (4 payments), you have 4 payments remaining for a 4-year school.


The NYS DREAM Act: TAP for Undocumented Students

New York allows undocumented students who meet certain criteria to receive TAP through the NYS DREAM Act.

To qualify, you must have:

  • Attended a NY high school for at least 2 years
  • Graduated from a NY high school or received a NY GED
  • Applied to or be enrolled at an approved NY college

The NYS DREAM Act application is separate from FAFSA — apply at hesc.ny.gov/dream.


Renewal: What You Need to Maintain TAP

To renew TAP each year, you must:

Fall below these thresholds and you lose TAP for the following year. You can appeal for reinstatement under extenuating circumstances through your school's financial aid office.


The Bottom Line

TAP is worth up to $5,665/year and requires one extra step most students skip: the HESC application after FAFSA. Do not assume FAFSA alone triggers your TAP award.
