37 states now offer free or reduced CC tuition. California Promise, Tennessee Promise, NY Excelsior — every program explained.
Free Community College Is Real
37 states now operate statewide free college tuition programs. Combined with federal Pell Grants (up to $7,395/year), most American students can attend community college for free.
Step 1: Federal Aid (Available Everywhere)
File your FAFSA. Two programs cover CC tuition nationwide:
- Pell Grant: Up to $7,395/year. Average CC tuition is $3,730, so Pell covers full tuition with money left for books.
- FSEOG: Additional $100-4,000/year for exceptional need.
These are grants, not loans.
Step 2: State Free Tuition Programs
No Income Limit
- California College Promise — Free tuition at all 116 CCs for first-time, full-time students
- Massachusetts MassEducate — Free for ALL students regardless of age or income, plus potential $2,000 allowance
- Tennessee Promise — Free tuition at any CC for recent high school grads
- Maine Free College — Full tuition for anyone graduating 2023-2025, no income or age limits
With Income Limits
- New York Excelsior — Free CUNY/SUNY for families under $125,000
- Colorado Promise — Full reimbursement for families under $90,000
- Rhode Island Promise — Two years free at CCRI for recent grads
- Louisiana M.J. Foster Promise — Covers tuition, fees, books, and supplies
For Recent Grads
- Michigan Reconnect — Free for adults 25+ without a degree
- Oregon Promise — Free for recent grads with 2.5+ GPA
- Indiana 21st Century Scholars — Free for students who signed up in 7th/8th grade

Local Programs
Even without statewide programs:
- Alamo Promise (San Antonio) — free for Bexar County grads
- CCC Star Scholarship (Chicago) — free for CPS graduates
- Future Ready Miami-Dade — free associate degree for county residents
Step 3: Make It Actually Free
- File FAFSA — Get Pell to cover tuition + books
- Apply for state program — Covers remaining gap
- Check for book/supply grants
- Transportation — Some programs include transit passes
- Work-study — Part-time campus employment
