Most states offer conditional transfer guarantees to some campuses for some programs. Florida's is categorical:
Any Florida resident who completes an Associate in Arts (AA) degree from any Florida College System (FCS) institution is guaranteed admission to at least one campus in the State University System (SUS).
That guarantee covers all 12 Florida state universities — including the University of Florida (UF), Florida State University (FSU), and the University of South Florida (USF). The guarantee is written into Florida law under Rule 6A-10.024.
No other state has a comparable blanket guarantee.

What the AA Degree Covers
The Florida AA degree is 60 credit hours divided into:
General Education (36 credits): Communication, Math, Social Sciences, Humanities, Natural Sciences
Common Prerequisites (varies by major): Major-specific lower-division courses aligned with SUS programs
Electives: Remaining credits to reach 60 hours
Completing the AA degree satisfies all lower-division general education requirements at every SUS university — you enter as a junior and go straight into your major coursework.
The Guarantee vs. Competitive Programs
The admission guarantee is to the SUS — not necessarily to your first-choice program.
Highly competitive programs have additional requirements:

If you don't meet the GPA for your first-choice program at your first-choice university, the guarantee ensures you're admitted to another SUS campus — not necessarily UF or FSU specifically.
To maximize your SUS options, target 3.2+ for most programs and 3.5+ for competitive majors.
The Common Prerequisites System
Florida uses Common Prerequisites to ensure CC students complete the right major-prep courses before transferring. The Florida Department of Education publishes a statewide list of prerequisites for every SUS major.
Find yours at flvc.org — search by major and target university to see exactly which CC courses to take.
Taking a course not on the prerequisites list doesn't prevent transfer, but it may count only as elective credit rather than satisfying a major requirement — forcing you to retake an equivalent course after transfer.

Each SUS university has its own application — apply directly to each campus.

Bright Futures Transfers With You
If you hold a Bright Futures scholarship at your FCS college, it follows you to your SUS university — provided you've maintained the renewal GPA (3.0 for FAS, 2.75 for FMS).
This means for many in-state students: AA degree from a Florida CC + Bright Futures = essentially free path to a Florida state university degree.
